The man arrested in connection with the Delphi murder case has requested a public defender.
According to court documents filed this week, Richard Allen asked the court to provide him with a defense attorney. Prior to the request, Allen had signaled his intention to hire a private attorney.
Indiana State Police announced Allen’s arrest on Oct. 31 and said he was facing two counts of murder in connection with the February 2017 murders of Abby Williams and Libby German.
He was transferred at least twice after being held in the Carroll County Jail before being transferred to the White County Jail. He was then taken to an unnamed government facility for his own safety.
The Indiana Department of Correction released a booking photo of Allen earlier this week.
In a handwritten letter received by FOX59, Allen asked for “the clemency of the court.” During his first hearing on October 28, he hinted at plans to hire a private attorney.
However, Allen wrote that he had “no idea how expensive it would be just to talk to someone”. He said the arrest and charges directly impacted his family’s finances as he was no longer employed and his wife had to leave home for her “personal safety”.
“Once more I throw myself at the mercy of the court. Please give me any kind of assistance,” Allen wrote.
The sender’s address on the letter was the White County Jail where Allen was being held prior to his transfer to the state facility.
Police have not disclosed Allen’s connection to the Delphi case or his possible role in the girls’ deaths. Details about his arrest are extremely limited.

In the matter set forth above, I, Richard M. Allen, hereby submit to the mercy of the Court. I ask to be taken care of [sic] with legal assistance from a public defender or any assistance that is available.
At my first hearing on October 28, 2022, I asked that a representative be found for me. However, I had no idea at the time how expensive it would be just to talk to someone. I didn’t even know what my wife and I were doing [sic] immediate financial situation would be.
We were both forced to quit work immediately, myself due to the detention and my wife for her personal safety. She had to leave our house for her own safety. The few reserves that exist will not even be able to maintain the original residence.
Again I throw myself at the mercy of judgment. Please give me any help you can.
