About the editor: The proposal to address rising gas prices by giving all California taxpayers a $400 rebate makes no distinction between drivers and non-drivers.

A simple solution would be to reimburse all taxpayers for up to $1,000 per insured vehicle. Although car insurance is based on many factors, one of them is the mileage per year. Discounting such insurance would partially capture this factor and better compensate drivers for increases in gas prices.

This method would also avoid compensating uninsured drivers with a discount, which would be inherently unfair to responsible drivers and taxpayers.
